13 siblings found locked up, chained in California home by parents

  CALIFORNIA - The shocking news of 13 siblings found locked up and chained to the furniture by their own parents in their home rocked the suburban California city of Perris on Tuesday. David Allen Turpin, 57, and his wife, Louise Anna Turpin, 49, were arrested on suspicion of torture after investigators on Sunday discovered the horrific conditions they have inflicted on their children, ages 2 to 29. Police said that three of the children were found chained to the furniture in the family's home in Perris, a small city southeast of Los Angeles. The children were found shackled with chains and padlocks in the foul-smelling home after police received a 911 call from their 17-year-old sister who managed to escape. Police said the teen was so emaciated and malnourished at first officers thought she was a child. “If you can imagine being 17 years old and appearing to be a 10-year-old, being chained to a bed, being malnourished, and injuries associated with that, I would call that torture,” Perris police chief Greg Fellows told a news conference. Officers were also shocked to discover that seven of the siblings were actually adults ranging in age from 18 to 29. The siblings have been taken to hospitals where they are being treated for malnutrition. “The long-term needs of these kids are going to be the psychological and psychiatric needs due to the prolonged periods of starvation and maltreatment,” said Sophia Grant, medical director of the child abuse unit at Riverside University Health System. Their condition is currently stable. Police said that the parents' bail was set at $9 million each. The couple has not been able to explain why the children were shackled. Initial investigation revealed that the Turpins are the biological parents of the 13 siblings and there was no indication that they suffered from mental illness. Investigation is still ongoing. Police said that the the family moved in 2014 from Texas to Perris and had homeschooled their children. Neighbours said that the couple did not have family or friends over their house. On social media, however, the family painted a different picture: there were photos on Facebook with the family wearing matching dresses as the couple renewed their wedding vows. Nine girls wore matching fuchsia plaid dresses with white tights, while a baby girl is dressed in bright pink.Three boys, their dark hair in bowl cuts like David Turpin, are dressed in suits with fuchsia ties. An April 2016 photograph shows the same smiling children and the couple wearing jeans and red uniformed t-shirts.
