14 senators okay granting of emergency powers to Duterte; move is meant to address worsening traffic situation in the Philippines

  MANILA - The Philippine Senate committee on public services has passed a report giving emergency powers to President Rodrigo Duterte to address the traffic crisis in the country. Meanwhile, Senator Grace Poe, chairperson of the committee that deliberated on the emergency powers bill, emphasized that there are existing laws to address the traffic problem but that these laws just need proper implementation. Senate Bill 1284 or An Act Compelling the Government to Address the Transportation and Congestion Crisis through the Grant of Emergency Powers to the President consolidated similar measures filed by Senators Franklin Drilon, Sherwin Gatchalian, Joseph Victor Ejercito and Alan Peter Cayetano. Poe's committee deliberated on Senate Bill 1284 along with the committee on finance headed by Senator Loren Legarda and the committee on Constitutional amendments chaired by Drilon. In a sponsorship speech, Poe said the traffic crisis in not a "disease" of Metro Manila" but a "virus engulfing the entire nation." "What is disappointing, Mr. President, is it appears that the burden to solve the traffic crisis is now on us. Those from the executive department would suddenly claim they couldn't act swiftly due to lack of emergency powers. Many solutions do not require legislation. In fact, the laws are there, the plans are there, if only they are implemented. Not all solutions need a specific power. Usually, what's lacking is the common sense," Poe said. She urged concerned government agencies "to get off their chairs" and act on the traffic problem immediately. Meanwhile, Poe said they decided to give emergency powers to Duterte to address the traffic crisis because the country is losing 3 billion pesos in revenues a day because of traffic and the amount is alarming enough to constitute a crisis. A study by the Japan International Cooperation Agency (JICA) earlier revealed that the Philippines will lose 6 billion pesos in revenues daily by the year 2030 if the traffic crisis is not solved by then.
