2 labor ministry workers jailed over Dh4.2M bribes

DUBAI – The Dubai Criminal Court yesterday sentenced two employees of the Ministry of Labor to three years in jail for falsifying more than 20,000 electronic transactions and receiving a total of Dh4.2 million in bribes collected for the past five years.
Aside from the prison sentence, the court also ordered the dismissal of the Jordanian and Indian nationals who worked at the ministry's information technology (IT) department from government service, imposed a fine of Dh4.2 million on the duo, and ordered them to repay the same amount to the labor ministry.
The court however acquitted the pair's fellow employee, a Lebanese national, of the charge due to lack of evidence.
The tribunal found the Jordanian and Indian workers guilty of collecting Dh200 from each of the 20,927 applications they processed to benefit an Indian manager of a typing center and a worker.
Presiding judge Mohammad Jamal also imposed a three-year prison term on the Indian manager of the typing center and his worker and meted a total of Dh4.1 million as fine.
Court records showed that the two labor ministry employees accessed the office's system and set up login details for their Indian accomplices.
Surveillance cameras showed the two IT workers doing their illegal business after working hours.
Using the logins provided by the two ministry workers, the two Indian nationals were able to process electronic applications illegally from January 2009 to June 2014.
The head of the control section of the ministry said the irregularity was uncovered after several clients complained about their transactions. "We received several complaints from companies regarding certain applications in 2014 and, after double checking, the forgeries were discovered," said the section head.
He also said when the defendants were arrested, police found in their possession a list of unauthorized usernames and passwords used in carrying out their illegal activity.
The two ministry workers and their Indian cohorts pleaded not guilty to the charges filed against them but the court found sufficient proof to convict them.
