Incident happened on footbridge at Elphinstone train station amid heavy rain

  MUMBAI – A stampede occurred on Friday morning at the Elphinstone Road-Parel railway station footbridge, leaving 22 people dead and 35 others injured. TV footage taken at the scene showed a tense and heartbreaking situation. There were those climbing over railings to escape the stampede while others were attempting to rescue commuters from the crush. Lifeless bodies were being pulled out with some people trying to revive them by pumping their chests. Those injured have been taken to various hospitals. Reports on what triggered the tragedy differed. The Times of India quoted Western Railways officials as saying that rumors that the footbrige was collapsing because of the sheer weight of people on it triggered panic and causing a "tremendous push towards the exit." According to a BBC report, officials said the stampede at the Elphinstone train station (now known as Prabhadevi train station) was caused by overcrowding and people seeking shelter from a sudden downpour. CNN said Indian Ministry of Railways spokesman Anil Saxena told local media that the crowd on the footbridge grew larger as people took cover from the rain and when the downpour stopped, the crowd started moving but someone "must have slipped" leading to the initial blockage. TOI said while one survivor confirmed that the rumor that the footbridge was on the brink of collapse had sparked panic, other witnesses said the tragedy may have been caused either by an onrush of commuters who feared that the leaking roof that is under construction would fall on them or a spark that went off from an electric pole next to the bridge alarmed a commuter who slipped on the wet stairs and resulted in people toppling over. A witness told TOI that five trains arrived in succession at Parel and Elphinstone Road stations before the stampede happened which may have played a role in the crowd surging toward the exit to catch the trains. TOI said while the stampede took place on two staircases (one at the Churchgate end and the other at the Dadar end) on the Elphinstone Road side, all casualties were on the staircase at the Dadar end. Indian Railways spokesman Ravindra Bhakar told AFP news agency that 22 dead have been confirmed – of which 14 were men and eight were women and some 32 passengers were injured. The number of injured had risen to 35. Investigations have been launched into what really caused the tragedy. Via his official social media account, Indian Prime Minister Narendra Modi expressed his "deepest condolences to all those who have lost their lives due to the stampede in Mumbai." The stampede is the second tragedy to hit Mumbai in less than four weeks after a building in the metropolis collapsed following a week of heavy rains.
