80,000 midday break inspections to be carried out in UAE

  ABU DHABI - The Ministry of Human Resources and Emiratisation begins banning on Wednesday (June 15) any sort of work under direct sunlight between 12:30 p.m. until 3 p.m. The UAE-wide midday break rule remains in effect until September 15. Maher Al Obed, Assistant Undersecretary for Inspectional Affairs, said that 18 teams from the ministry will monitor the level of compliance throughout the period. Three teams will be assigned to Abu Dhabi, two in Al Ain, four teams in Dubai, two in Sharjah, two in Ajman, two teams in Ras Al Khaimah, two in Fujairah and one team in Um Al Quwain. Al Obed said tha 20,000 field visits have been carrid out. "The teams are ready to hit 60,000 inspectional visits across the nation to make sure all facilities commit to the law," he said. An internal committee shall be ready to receive and act on any grievance requests. "Ministry inspectors, will for the first time, deal with the smart inspections system, a new mechanism that would make it easier in terms of monitoring and documenting such violations," Al Obed added. Saqr Bin Ghobash Saeed Ghobash, Minister of Human Resources and Emiratisation, declared the decree to prevent any work-related injuries.  Ghobash pointed out that working hours shall be divided into two timings: morning and evening shifts, eight hours daily. If labourers face overtime, then they must be compensated according to the laws. The ruling also enquires employers to post a clear scheduling informing workers of the daily working hours during the midday break period, plus provide shelter to them during the resting periods. Employers are urged to provide all necessary health kits to cure workers exposed to hazards and dangerous tools, regularly, in addition to following safety instructions and distribute awareness leaflets to both employers and labourers to promote such awareness. Violators will be fined Dh5,000 per worker, with a maximum fine of Dh50,000 for cases involving a huge number of workers. For exceptional cases, which require work continuation during those periods for technical reasons, Humaid bin Deemas, Labour Affairs Assistant Undersecretary, launched a decree stating that employers must supply workers with salt and lemon, which is approved for use by health authorities in the country. Employers must provide all facilities that cater to the health of workers, including first aid, air-conditioners, sunshades and cold water. Works excluded from working hours ban include work on mix asphalt poured concretes if it is impossible to implement or supplement the necessary work in one day or doing work to prevent expected danger or reparation or damage or malfunction or loss and also emergency work, including cutting lines, water supply, sewerage, electricity and cutting off traffic or blocking public roads, in addition to cut gas pipelines or petroleum flow.
