15-year-old girl believed to have been hit by stray bullet comatose in hospital

  MANILA - Philippine authorities arrested nine persons including a soldier, a Coast Guard member, a policeman and a former cop for indiscriminately firing guns amid the revelry as the New Year set in. This, as the health department said that they consider a 15-year-old girl as a stray bullet victim unless proven otherwise by the police. The girl is comatose in a Manila hospital. Among those arrested for indiscriminate firing of guns were an Army sergeant in Ilocos Norte province north of Manila, a former policeman who was drunk when he fired a gun during the celebration in a town in Ilocos Sur, and a Coast Guard petty officer in Pasacao, Camarines Sur province. On the other hand, a policeman of the Manila police district, who was caught firing a gun, will be dismissed from the service, his superior said. The indiscriminate firing of guns had been prohibited by the government and national police but unlike in previous years, the nozzles of service firearms of soldiers and policemen were not covered with tape prior to the celebration of Christmas and New Year. Meanwhile, the health department said Emily Villanueva, 15, who is comatose in a hospital in Manila, will be considered a stray bullet victim unless the police proves otherwise. "For us, it's still a stray bullet case because of the (bullet) trajectory. The PNP has still to prove that the bullet that hit the girl came from the crime suspect," said Health Secretary Paulyn Ubial on Monday. But Malabon police said Villanueva is a victim of a shooting incident between two feuding men who were nearby.
