Move aims to solve congestion in houses, stop illegal partitions in residences

  ABU DHABI – The Department of Municipal Affairs and Transport has announced that residential units with a monthly rent of as low as Dh700 monthly will be provided to low-income workers in the municipality. The move, according to ministry statement issued on Saturday, will address the need of low-income workers for affordable homes, solve the problem of congestion in bachelor houses, and prevent illegal partitions in villas. The buildings earmarked under the initiative include existing residential structures which had been casually divided in a way that is not covered by licensing conditions, divisible buildings under extensive maintenance, those occupied by bachelors, and new buildings. There are two categories of occupants targeted by the initiative. The first category is the low-income segment with a monthly income of Dh4,000 to Dh6,000, and their rent will range from Dh1,400 to Dh2,100 monthly. Thus, workers earning Dh48,000 to Dh72,000 annually will be offered a yearly rent ranging from Dh16,800 to Dh25,000. The second category covers bachelors with fixed income. Those earning a monthly salary of Dh2,000 to Dh4,000 will pay a monthly rent between Dh700 to Dh1,400. This means that those whose annual income is within Dh24,000 to Dh48,000 will pay a yearly rent of D8,400 to Dh16,800. Municipal officials said the rental value is calculated at a rate not exceeding 35 percent of the individual's total income and the number of occupants is also considered in the computation. The department also said in the statement: "The initiative aims to provide high-quality and affordable accommodations for low-income groups at rents ranging from Dh917 to Dh1,563 per month. Thus, it will bridge the gap between supply and demand; offer property owners a Return On Investment of about 21-28 percent per annum, save about four million dirhams in the total building cost, and reduce the construction period by as much as eight months." The initiative is also part of the municipality's effort to foster cooperation with the private sector in providing suitable accommodations for all segments of the community, especially fixed income earners. Meanwhile, Musabbah Mubarak Al Murar, acting general manager of Abu Dhabi City Municipality said the initiative gives commercial property developers in the city an investment opportunity as it enables landlords, developers and investors to construct new buildings or convert their existing properties to residential units that would befit the financial means of fixed income earners. "This initiative aims to provide proper and legal options of residential units befitting the financial means of low-income individuals and at the same time open an investment opportunity to owners of commercial properties in Abu Dhabi Emirate," said Al Murar, during a workshop wherein the initiative was discussed.
