Bid to probe Duterte referred to Senate rules panel

  MANILA - The Philippine Senate has referred to the committee on rules the privilege speech of Senator Antonio Trillanes IV, who sought an investigation unto the alleged "direct" involvement of President Rodrigo Duterte in the Davao Death Squad. This was also the subject of a lengthy debate after some senators pointed out that the House of Representatives was the proper venue to investigate Duterte. Trillanes told the Senate his desire that his privilege speech be referred to the Senate accountability of public officers and investigation or the blue ribbon committee that is currently being chaired by Senator Richard Gordon. But Gordon objected to his motion, saying that those who want to file an impeachment complaint against Duterte may do it at the House of Representatives as indicated in the Constitution. "If you give it to the Senate committee on accountability, I cannot accept it because it's going to be a waste of the taxpayers' money," he stressed. Senator Alan Peter Cayetano, the runningmate of Duterte in the previous Philippine election, has earlier said that it was the House that is the right venue to investigate the President. Cayetano said they will be the judges later on the impeachment process. Senate Majority Leader Vicente "Tito" Sotto III amended Trillanes' motion. He suggested referring the speech instead to the committee on rules for review and study.
