Reports say Perfecto Yasay is a US citizen, holder of US passport

  MANILA – The confirmation of the appointment of lawyer Perfecto Yasay Jr. as Philippine foreign affairs secretary was deferred by the Commission on Appointments yesterday (CA) following questions over his citizenship. There are reports that Yasay is a naturalized American citizen and a US passport holder but Yasay said he was never able to acquire American citizenship but he admitted being a green card holder or permanent resident of the US way back in the 1980s. Despite the explanation, the CA – which is composed of select legislators from both houses of Congress – decided during a hearing on the confirmation of Yasay's appointment to defer action until he can submit documents to prove his claims. Senator Panfilo Lacson Jr., a member of the CA representing the Senate, said Yasay's confirmation will be set on a later date. During the hearing, Yasay said as a permanent resident in the US, he took an oath of allegiance to the US and to its laws and constitution. "But I did not abandon my citizenship in the Philippines. So there is no inconsistency, legal permanent residency does not imply becoming an American citizen," Yasay said during the CA hearing. Yasay's family though are American citizens. When asked if he became a naturalized citizen of the US, Yasay said he applied for naturalization in the US, but when the time came that he was about to be considered in November 1986, he said he changed his mind because he wanted to return to the Philippines. He also said he abandoned his permanent residence in the US, thus disqualifying him from becoming an American citizen.
