Dh1 million fine for leaving children in car, UAE lawyers warn

  DUBAI – Parents who leave their children locked inside a car could face a fine of Dh1 million and a 10-year jail term, lawyers in the UAE warned. The warning comes after incidents of child deaths in the country, the latest of which involved a boy, 6, who died after being left inside a bus in Dubai. Over the weekend, a two-year-old boy was admitted to a hospital in Sharjah after nearly suffocating inside his father’s car where he was left behind. The Sharjah Civil Defence said it receives at least two reports of children locked in a car or trapped in a room or elevator each week. Under the UAE Child Rights Law, the rights of children, including their emotional well-being, must be protected. The law was introduced in 2016 to protect youngsters from negligence and abuse. “It is prohibited to endanger a child's psychological and moral integrity through the abandonment of the child through his or her custodian,” said Haytham Alieh, partner and head of the local litigation team at DWF Middle East. Alieh said that violators face fines ranging from Dh5,000 to Dh1 million with 10 years of imprisonment. Rini Agarwal, senior associate at STA Law Firm, said that the law also ensures “that children have the basic right to live and stay safe from any kind of neglect and all other kinds of abuse”. Agarwal said that the person taking care of the child at that point of time will be held responsible. Vidur Dhawan of the same law firm said that courts may impose hefty fines of up to Dh1 million “to set an example” and “statement of intent, especially when it comes to matters as serious as child safety.
