Dh1 million fine for posting patients’ surgery footage in UAE
DUBAI – Under a proposed UAE law, companies or individuals who share on social media any footage of patients’ surgeries will face a fine of up to Dh1 million.
The Federal National Council on Tuesday passed a draft legislation following a rise in the number of cases of medical procedures being filmed and shared on social media.
People have been found to record surgeries in operation rooms and then post the footage on social media channels to advertise their services.
The Dubai Health Authority in May banned taking videos of surgeries and posting them on social media.
Under the newly proposed law, health workers who post such footage on social media could have their license suspended for up to one year and be fined up to Dh500,000.
Health authorities that flout the law will be given a written warning or fined Dh1,000 up to Dh1 million. Their medical license will also be suspended for six months.
Those who share UAE-based health information without approval of the ministry will be fined Dh500,000 to Dh7000,000.
Publishing a health advertisement without license from the Ministry of Health will cost companies or individuals a fine of Dh100,000 to Dh200,000.
The ministry will also be given the right to block websites inside and outside of the UAE if they publish and advertisement without a license.
The draft law also requires medical facilities to save patients’ records for a minimum of 15 years. FNC members have proposed extending the period to 25 years.
The draft law is pending approval of the Cabinet and president and is expected to come into effect one month after publication in the official gazette.
