Dubai will begin deploying specialised scooter police patrols starting Friday (May 1) to monitor and enforce regulations among e-scooter riders and cyclists across the emirate. The initiative introduces a dedicated unit known as the Personal Mobility Monitoring Unit, which will patrol cycling tracks, main roads, and designated soft mobility zones. Authorities said the move aims to improve safety and ensure compliance with traffic laws as the use of personal mobility devices continues to grow in Dubai. Under existing regulations by the Roads and Transport Authority (RTA), e-scooter riders are required to obtain a free permit to use designated tracks and lanes. However, individuals holding a valid driving licence are exempt from this requirement. Officials have repeatedly stressed that adherence to safety rules is critical, particularly in shared spaces where pedestrians, cyclists, and scooter users interact. The increased enforcement comes amid concerns about unsafe riding behaviour, including speeding, riding in pedestrian areas, and failure to follow designated lanes. Authorities said the new patrols will help monitor compliance more closely and respond quickly to violations in high-traffic areas.

To improve safety, the RTA has outlined a list of violations and penalties for cyclists and e-scooter riders: Dh100 fine • Exceeding speed limits set for cycle lanes Dh200 fine • Not using designated cycling lanes • Riding on pedestrian or jogging tracks • Using an e-scooter without a permit • Carrying passengers on bicycles without proper equipment • Not wearing required safety gear such as helmet and vest • Parking in non-designated areas or blocking traffic • Ignoring traffic signs on roads or cycle lanes • Under-12 riders cycling without adult supervision • Not dismounting at pedestrian crossings • Riding on the wrong side of the road or unsafe lane changes • Riding against traffic Dh300 fine • Exceeding 60km/h speed limit • Riding dangerously and endangering others • Carrying passengers on e-scooters • Using non-compliant or unsafe bicycles • Failing to report accidents • Obstructing cycle lanes with vehicles • Towing or being towed by a vehicle Authorities said the penalties are designed to ensure safer roads and shared mobility spaces for all users.
