Woman suspect accused of laundering proceeds from AgustaWestland chopper sale

  NEW DELHI – The Enforcement Directorate (ED) has arrested Dubai-based Shivani Saxena in connection with the purchase of helicopters from the UK-based AgustaWestland whose proceeds were laundered and sent to various accounts. A Times of India (TOI) report said Shivani's arrest is considered a breakthrough in efforts by Indian government authorities to identify the recipients of kickbacks from the chopper sale. The report did not state when Shivani was apprehended. The same TOI report said Shivani is the "wife of Rajeev Shamsher Bahadur Saxena and a resident of Palm Jumeirah, Dubai" who "has been accused of laundering the proceeds of crime in connection with the bribes received in the VVIP (very very important person) helicopter deal." TOI sources said Shivani and Rajeev allegedly used their companies to route kickbacks from Agusta middlemen Carlo Gerosa and Guido Haschke, besides helping the Gerosa and Haschke acquire properties and shares. An ED official told TOI: "She can take us closer to the people who received money for facilitating the sale of AgustaWestland helicopters during the UPA (United Progressive Alliance) regime." The ED and India's Central Bureau of Investigation (CBI) hope that with Shivani now in the hands of authorities, they can trace the moneytrail. The ED official said Shivani is a "director of UHY Saxena, Dubai and Matrix Holdings, through which proceeds of crime have been routed and further layered and integrated in buying the immovable properties and shares, etc." The ED's invesigation revealed that AgustaWestland paid 58 million euros as kickbacks through Gordian Services Sarl, Tunisia and IDS Sarl, Tunisia. The TOI quoted the ED as stating: "These companies further siphoned off the money and proceeds of crime in the name of consultancy contracts to Interstellar Technologies Ltd, Mauritius and others, which were further transferred to UHY Saxena, Dubai, Matrix Holdings Ltd. Dubai and others." The ED's inquiry showed that Rajeev owns Interstellar Technologies Ltd, Mauritius and that Shivani and Rajeev are partners and directors in UHY Saxena, Dubai and Matrix Holdings Limited, Dubai. Both firms allegedly received kickbacks in their respective Dubai bank accounts from Interstellar Technologies Ltd, Mauritius. Shivani and Rajeev then allegedly transferred huge amounts of money through their companies at Dubai to various other accounts. Meanwhile, Shivani was presented to a Newl Delhi court and placed under the ED's custody. The TOI said the ED has reportedly sought help from the UAE, Mauritius, Singapore, Italy, Tunisia, UK, Switzerland, Denmark and Finland in getting info about the companies which were used to transfer money allegedly used to pay off Indian politicians, bureaucrats, certain private individuals and a former Indian Air Force chief.
