Teachers in Dubai private schools who resign mid-term will now face a mandatory 90-day cooling-off period before they can join another school, under new rules issued by the Knowledge and Human Development Authority (KHDA). The measure is part of the new Technical Guide for Appointing Teaching Staff in Private Schools in Dubai, aimed at reducing turnover and ensuring stable, consistent learning environments. The rule does not apply to staff who resign at the end of a school term. Educators moving to another school will also need a new Appointment Notice, which replaces the previous appointment letter. Schools are required to secure this official approval before hiring teachers or leaders. Other changes include: • Standardised hiring criteria for qualifications and conduct, including teachers of Arabic and Islamic Studies. • Exit surveys for departing teachers, helping KHDA track turnover. • Mandatory safeguarding and ethics training for all educators, including signing KHDA’s Code of Conduct. “These new guidelines represent a major step toward creating a stable and supportive environment for teachers and school communities,” said Dr Amna Almaazmi, KHDA’s CEO of Growth and Human Development. The rules apply immediately for all new hires, while existing teachers have until 2028 (or 2029 for April cycle schools) to meet the updated requirements.
