Gov't to focus on cleansing national police organization of rogue, corrupt policemen

  MANILA – Philippine President Rodrigo Duterte yesterday suspended the much-criticized anti-illegal drugs operations of his administration to focus on cleansing the country's police organization of rogue and corrupt policemen. The directive to Philippine National Police (PNP) Chief Ronald dela Rosa to suspend police operations against illegal drugs called Oplan Tokhang (Double Barrel) followed the murder of South Korean businessman Jee Ick-joo by rogue policemen and incidents of planting of illegal drugs, extortion and robbery by lawmen during several anti-illegal drug operations. The scandals that have rocked the PNP angered Duterte and dela Rosa, who said he is embarrassed by the scandals. Dela Rosa disbanded the Anti-Illegal Drugs Group (AIDG) which was tagged in Jee's abduction and murder in October last year. Jee was abducted from his home in Angeles City in the northern province of Pampanga along with his helper. The helper was released but the rogue policemen kept hold of Jee who was then killed inside the national police camp despite payment of five million pesos by Jee's wife to secure his liberty. In a press conference, Duterte identified the head of the AIDG, Superintendent Rafael Dumlao III, as the mastermind of Jee's abduction and murder. Dumlao is at large and the government has placed a bounty of five million pesos on his head. Duterte has apologized to South Korea for Jee's murder by the rogue policemen. The President said the AIDG will be replaced by another anti-narcotics agency that will be formed soon by the Duterte administration and will be headed by the Philippine Drug Enforcement Agency (PDEA). "This time, because of the sordid incident, let me reorganize the system. Our enemies here are policemen who are criminals," said Duterte. Earlier, Senator Panfilo Lacson presented a video during a Senate hearing on the Jee case that showed policemen conducting an "illegal drug raid" on an office and putting packets of crystal meth inside table drawers. The source of the video claimed that one of the policemen took millions of pesos in cash during the operation. Meanwhile, the New York-based Human Rights Watch described the suspension of the anti-illegal drug operations as a "public relations stunt" unless Duterte "seeks meaningful accountability" for the wave of drug-related killings unleashed after he took office seven months ago. So far, more than 7,000 drug pushers and users have been killed in legitimate police operations and by vigilantes. The Duterte administration's war against drugs had been criticized by the President's opponents and by other countries and international groups because of the killings and concerns over human rights violations.
