Duterte blames gangs in Hong Kong, Taiwan for using Philippines as transshipment hub

  MANILA – President Rodrigo Duterte on Tuesday said the US should help the Philippines curb the illegal drug problem as he claimed that drug syndicates in Hong Kong and Taiwan are using the country as transshipment point of crystal meth to America. "The Philippines is a transshipment (point) of shabu (local term for crystal meth) to America. (It) behooves upon America to work closely with the Republic of the Philippines, especially on this serious matter," Duterte said in a speech at the 56th anniversary celebration of the Philippine Constitution Association (PCA). The US had been supportive of the Philippines' efforts to fight the drug menace but Washington had urged Manila to respect human rights and observe the rule of law in carrying out the war on drugs. Thousands of drug suspects have been killed in legitimate operations by the police or by vigilantes since Duterte took office in June last year. Duterte said: "We are flooded with drugs. This is the first time I would reveal it - the Philippines today is a client state of the Bamboo Triad. They have taken over the operations in Southeast Asia," adding that he cannot blame China for the drugs being shipped to the Philippines because Filipinos also make illegal drugs, particularly crystal meth. The police had discovered and dismantled several illegal drug laboratories in various parts of the country. Without saying who is his source of information, Duterte said the Hong Kong-based 14-K gang and the Bamboo triad in Taiwan were using the Philippines as a transshipment point for crystal meth to other countries.

Taiwan quickly took exception to Duterte's claim. The Taipei Economic and Cultural Office (TECO) – the de facto embassy of Taiwan in Manila – said Taiwan has never been a source of crystal meth in the Philippines. The TECO also said records of the Philippine Drug Enforcement Agency (PDEA) showed that most of the drugs are made in the Philippines. Meanwhile, Senator Panfilo Lacson, who heads the committee on public order and dangerous drugs, said he had no information that Taiwan is now a major source of illegal drugs in the Philippines. But Lacson, who used to be the Philippine National Police (PNP) chief, said there may be some truth to Duterte's claim since the 6.4 billion pesos worth of shabu that passed through the Bureau of Customs in May was allegedly shipped to the Philippines by a Taiwanese.
