Expats returning to Dubai still need GDRFA entry permit

  DUBAI – UAE residence visa holders returning to Dubai must still apply for entry permit from the General Directorate of Residency and Foreigners Affairs (GDRFA) before traveling, according to Emirates airline. It appears Dubai’s travel rules remained unchanged after federal rules removing the need for entry permits to enter the UAE were announced last week. Emirates airline said passengers must have GDRFA permit in order to book a flight with the Dubai-based airline. Last week, the Federal Authority for Identity and Citizenship (ICA) announced that ICA approval would no longer be needed for residents returning to the UAE. It appears this is only applicable to expats landing in Abu Dhabi and other parts of the UAE, except Dubai. Since Dubai has its own immigration service through the GDRFA, expats with visas issued in Dubai must continue to apply for entry permit through the GDRFA portal. “Apply for return approval when you book your flight with us online or through our contact centre. You can also complete the application on the General Directorate of Residency and Foreign Affairs (GDRFA) website before you book your flight with us,” Emirates said. “During the GDRFA application process, you will be asked to enter your resident file number. This number is on your visa under 'file'.  Check the GDRFA website to see the status of your application. If your application is approved, you will receive an email with a GDRFA reference number,” Emirates said. Flydubai and Air India Express also made a similar announcement, saying “Dubai residence visa holders who are flying back to Dubai must have return approval from the GDRFA". The airlines said passengers to Dubai must download the Dubai Smart App and those flying to Abu Dhabi and Sharjah must download Al Hosn app. Meanwhile, the Dubai Airports Operations Control Centre sent a notification to airlines, stating that expats returning to Dubai need pre-approval. "The existing process remains whereby all Dubai residence visa holders who are flying back to Dubai must have return approval from the GDRFA," the control centre. Passengers returning to Abu Dhabi or Sharjah do not need ICA approval, according to Etihad Airways, Air Arabia, and Air India Express.
