Philippines lists 24 countries off-limits to Filipinos

  DUBAI - Filipino expatriates were reminded anew of 24 countries that remained off-limits in 2018, according to the latest advisory by the Philippine Overseas Employment Administration (POEA). There is an existing deployment ban for Filipinos to these 24 countries due to unstable security and economic conditions there, the POEA said. “Except when specified, the coverage of this advisory shall apply to land-based deployment and will remain valid unless updated by subsequent issuance(s),” POEA said. A total deployment ban remains in force for Afghanistan, Somalia, Sudan (except Khartoum and the Kenana Sugar Plantation in the White Nile), Great Lakes Region (Rwanda and Burundi), Syria, Yemen, Iraq and Chechnya Republic. Filipinos who are headed to these countries for new employment or existing employment in any industry are banned from going there. A partial deployment ban is in force for South Sudan, Iraq Kurdistan Region, Libya and Ukraine. Filipinos returning to these countries for existing employment are only allowed to continue working there provided they meet the Philippine government's conditions. Filipinos seeking new employment, however, will not be allowed to travel there. A conditional deployment restriction also remains for Palau. No Filipino is allowed to travel there to work as a household service worker due to unfavourable working conditions. The POEA also cited 11 countries that failed to meet certification by the Department Foreign Affairs (DFA) as compliant to the Philippines' Amended Migrant Workers Act. Listed were Afghanistan, Chad, Cuba, North Korea, Haiti, Mali, Mauritania, Niger, Palestine, Somalia and Zimbabwe. Under the Philippines' Amended Migrant Workers Act, the POEA cannot allow Filipinos to leave for work in countries without DFA certification. To get DFA certification, countries must have existing labour and social laws protecting the rights of migrant workers. They must also be signatory to existing multilateral conventions, declarations, resolutions relating to the protection of migrant workers, and have concluded bilateral agreement or arrangement with the government protecting the rights of Filipino workers.
