UAE expects Dh12B in revenue from tax in the first year of implementation

  DUBAI - The six-nation Gulf Cooperation Council (GCC) will start imposing a five percent value-added tax (VAT) by January next year, UAE finance undersecretary Younis Al-Khouri said yesterday. The GCC is composed of the UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman. Al-Khounis told Reuters and Zawya, a fellow company of Thompson Reuters, that the GCC had long planned to implement the tax in 2018 as way to increase its revenues and the UAE, in particular, expects Dh12 billion or US$3.3 billion in revenues in the first year of implementation of the VAT. He said the expected revenues would be about 0.9 percent of UAE's gross domestic product, according to official data. Reports however quoted some economist as saying it may not be easy to implement the VAT in the GCC because of the complex system involved in collecting the tax and in training companies to impose the tax in the GCC where taxation is minimal. Meanwhile, Al Khounis said seven sectors may be given special consideration when it comes to imposition of the VAT but there will be no exemptions as it may create confusion. He identified the seven sectors as: education, healthcare, renewable energy, water, space, transport and technology. Al Khounis said the government will work on registering companies with annual ncome exceeding US$100,000 for the tax and they anticipate compliance of 95 percent of the companies. He added that the government is not considering increasing the five percent VAT in the near future.
