Overseas Filipino Workers (OFWs) are entitled to a refund of terminal fees when they pass through Philippine airports, but what happens to the money when the refund is not collected? Manila International Airport Authority (MIAA) General Manager Ed Monreal said uncollected refunds for terminal fees remain intact and do not go into MIAA's fund. Monreal said that the fund is placed in a trust account so that it is available when passengers want to refund their terminal fees any time. Under Philippine law, migrant workers and OFWs registered with the Philippine Overseas Employment Administration (POEA) are exempt from paying travel tax and airport fee when they return to the country where they work. Terminal fees for international flights were first incorporated into airline tickets in 2015, for local flight tickets, the fee was integrated in 2012.How to claim refund
