But Malacanang says kills committed by President were 'legit'

  MANILA – Following a call from the UN Commission on Human Rights to look the killings done by Philippine President Rodrigo Duterte when he was still Davao City mayor, the Philippines' Commission on Human Rights (CHR) said it will constitute a new fact-finding team to look into the matter. CHR Chairman Chito Gascon said the investigation will also look into Duterte's links to the dreaded Davao Death Squad (DDS). Malacanang however shrugged off the move saying the killings of kidnappers when Duterte was still mayor were legit. UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein earlier urged Philippine authorities to investigate the killings that Duterte "to demonstrate their commitment in upholding the rule of law and their independence from the executive." Duterte had admitted three three kidnap suspects during his stint as Davao City mayor and that he would go around the city looking for an encounter. A Philippine Star newspaper report quoted Gascon as saying: "CHR has reconstituted a team to further investigate DDS to look into new revelations and public admissions that may shed light on our previous findings. "The team will look into any matter that may further shed light on the killings in Davao that was the subject matter of our previous investigation." But presidential spokesman Ernesto Abella said the killings were part of "legitimate police action" and had been investigated in the past while Presidential Communications Secretary Martin Andanar said Al Hussein should have gone through proper channels like the foreign affairs department to ask about the killings instead of airing it publicly. At the Senate, Panfilo Lacson said even if the investigation found Duterte liable for murder, the President enjoy presidential immunity so he cannot be sued while in office.
