Kuwait plans labour pact with Philippines, India

  DUBAI - Following disputes over rules for employing Filipino domestic workers, Kuwait is planning labour pacts with four Asian countries. The move is aimed at recruiting domestic labour under clear regulations, said Kuwaiti Minister of Social Affairs and State for Economic Affairs Hend Al Sabeeh. Al Sabeeh said the pact is for labour recruitment in India, Bangladesh, Philippines and Sri Lanka. “It is expected to recruit domestic helpers from India, Bangladesh, the Philippines and Sri Lanka,” Kuwaiti newspaper Al Naba quoted Al Sabeeh as saying. The agreement is expected to be signed by authorities of those four countries after Eid Al Adha. Al Sabeeh said that Kuwait is developing a new online system to allow employers to select housemaids based on preferred nationality and age requirements. Employers will also be able to pay recruitment fees through the system. The Kuwaiti minister said that the system is meant to "eliminate any corruption and guarantee rights of all sides” as well as discourage illegal recruiters. The Philippines last month demanded that Kuwaiti recruitment offices deposit an insurance fee of $10,000 in banks to pay Filipinos in case of contract terminations or if their salaries are withheld. The Philippine government has demanded more protection for its workers following reports of alleged abuses of Filipinos in Kuwait. Earlier this year, the Philippines banned Filipinos from working in Kuwait after news of a Filipina found dead inside a freezer. The ban was later lifted after Kuwait and the Philippines inked a deal to regulate and protect Filipino workers in the Gulf state.
