Dubai is 20th in the list compiled by Mercer consultancy group; Abu Dhabi is 23rd

  DUBAI - Angolan capital Luanda has once again taken over Hong Kong as the costliest place for expatriates, according to the 23rd annual Cost of Living report by the New York-based Mercer consultancy group. Last year, it was Hong Kong that topped the list of most expensive cities for expats. The Mercer's report said Luanda topped the 2017 survey despite the depreciation of their currency – kwanza – against the US dollar and while Hong Kong dropped to second place in the global ranking, it remains the most expensive Asian city for expats "because of its currency's link to the dollar, a factor which makes local housing more expensive." Tokyo, Zurich and Singapore round up the top five. The Japanese capital was in fifth place last year but it moved up to third place because of their currency's appreciation against the dollar and "dynamism of Japan's housing market". In sixth to 10th places are: Seoul, Geneva, Shanghai, New York City, and Bern. The survey considered the cost of over 200 items in more than 200 cities, including housing, food, transport and entertainment and used New York as comparison. It also measured currency movements against the American dollar. In the Middle East and North Africa region, Tel Aviv ranked 17th in the global list, jumping two spots from last year and thus remained as the most expensive city in the region for expats. Dubai ranked 20th, Abu Dhabi ranked 23rd, and Riyadh is at 52nd place, which have all climbed in this year's ranking, while Jeddah is at 117th place, Muscat-92nd, and Doha-81th. Cairo, at 183th place, is the least expensive city in the region. The Egyptian capital dropped a staggering ninety-two spots from last year because of a major devaluation of their currency. "Egypt's decision to allow its currency to float freely in return for a 12 billion dollar loan over three years to help strengthen its economy resulted in the massive devaluation of the Egyptian pound by more than 100 percent against the US dollar, pushing Cairo down the ranking" said Mercer principal Nathalie Constantin-Métral. While cities in Russia, Australia, Brazil and India ramped up in the survey, urban centers in Europe like Paris, Vienna and Rome went down, particularly in the UK due to the depreciation of the British pound sterling. And what are the cheapest places for an expat to stay? They are Skopje in Macedonia, Bishkek in Kyrgyzstan and the Tunisian capital Tunis.
