Starting from January 1, 2025, health insurance will be mandatory for all private sector employees and domestic workers in the UAE. Here's a closer look at the key aspects of this new requirement.

How is this new scheme different from the current requirements?

Currently, mandatory health insurance is only required in Abu Dhabi and Dubai, but the new nationwide scheme will extend these obligations to the entire UAE. Employers across the country will need to ensure their employees are covered, regardless of location.

Will employees have to pay for their health insurance?

No. Employers and sponsors will bear the costs for their staff and domestic workers. However, it remains unclear whether the law will require employers to cover family members of employees as well.

How will the UAE enforce this new rule?

Health insurance will be tied to the issuance or renewal of residency permits, similar to existing regulations in Abu Dhabi and Dubai. Employers must ensure their workers are covered before visas are granted or renewed.

What will happen if an employer fails to provide health coverage?

While specific penalties haven’t been announced yet, existing fines in Abu Dhabi and Dubai range from Dh300 to Dh500 per month per individual. We can expect similar penalties for the nationwide scheme.

What does the insurance scheme cover?

Though details are yet to be confirmed, basic health insurance coverage generally includes emergency treatments, general medical consultations, maternity care, surgeries, and some specialist treatments.

Who is eligible?
