Duterte to allow protest rally even without permit as anti-Marcos forces plan Black Friday rally

  MANILA - Anti-Marcos forces are set to hold a rally billed as Black Friday rally at the Rizal Park at 4 p.m. to protest the surprise and surreptitious burial of the deposed strongman at the Libingan ng mga Bayani (heroes’ cemetery) exactly a week earlier. The rally comes just as President Rodrigo Duterte arrives from Peru also on Friday. Duterte was in the South American country to attend the Asia Pacific Economic Cooperation summit earlier this week. Duterte said he will allow the holding of the protest rally, spearheaded by the Bagong Alyansang Makabayan (Bayan), even without a permit, adding that they can hold the rally for as long as they want. The police will deploy 300 personnel of the Civil Disturbance Management at the Rizal Park, particularly at the Quirino Grandstand where a program will be held. Manila Mayor Joseph Estrada said he will allow the rally and told the police to observe maximum tolerance, citing the Constitutional right of all Filipinos to peacefully assemble. "We will allow the protest actions provided the rallyists will not resort to violence or destruction of properties. Also, they should not cause inconvenience to other people, particularly motorists and commuters," Estrada said. Duterte, for his part, ordered the military to stay in their barracks while a small contingent of traffic and police personnel will be deployed at Rizal Park. He however dared the protesters to prove that Marcos was not a soldier and thus cannot be buried at the Libingan. The Supreme Court earlier ruled by a vote of 9 to 5 that Marcos can be interred at the Libingan because he possesses all the qualifications to be buried there. This was met with protests by anti-Marcos forces. Last Friday, Marcos was buried clandestinely at the Libingan, taking everyone by surprise because there was no prior announcement.
