The Ministry of Human Resources and Emiratisation (MoHRE) has revealed that 405 cases of “fake Emiratisation” were detected in the private sector during the first half of 2025. The Ministry confirmed that legal action was taken against non-compliant companies under a Cabinet decision concerning Emirati Talent Competitiveness Council programmes. “Fake Emiratisation” refers to companies nominally employing Emiratis — registering them as employees without real job responsibilities — to bypass Emiratisation targets or unlawfully benefit from government incentives. MoHRE assured that such practices remain limited and do not constitute a widespread problem in the UAE labour market. It stressed its commitment to firm action, noting the harm fake Emiratisation causes to broader national goals of building sustainable Emirati human capital. The Ministry also highlighted benefits for compliant companies, including reduced transaction fees, government procurement priority, and wage support through the Nafis programme.
