The Ministry of Human Resources and Emiratisation (MoHRE) has issued fines and administrative penalties against 40 domestic worker recruitment offices across the UAE in the first half of 2025, over 140 violations of labour laws governing domestic worker recruitment. Among the most common violations are delays in refunding recruitment fees within the legally mandated period of two weeks from either the worker’s return or reported absence, and failure to display Ministry-approved service packages clearly to clients. MoHRE reiterated a zero tolerance policy toward non-compliant agencies, stating that repeated violations could result in license cancellations and stricter penalties. These enforcement actions are part of an intensified monitoring program, combining field inspections and digital systems to address employer complaints effectively and maintain transparent labour practices. The Ministry urged employers and the public to report suspicious agencies via its digital platforms or the Labour Claims and Advisory Call Centre at 80084, and to ensure they deal only with licensed entities—data of which is publicly available on its official site. MoHRE also praised compliant agencies for upholding ethical hiring standards and contributing to the competitiveness of the recruitment sector.
