A new law regulating the handling of lost and abandoned property has been issued in Ajman. Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, issued a law on Thursday (March 5) to establish clear procedures for reporting, storing and disposing of such items in the emirate. The law defines lost property as movable items or assets that have value and may be legally possessed but were misplaced without the owner’s intention to abandon them. Abandoned property, on the other hand, refers to movable assets that the owner or rightful possessor has intentionally left behind, either explicitly or implicitly. Stray animals are not included in either definition under the law.

Role of Ajman Police

The legislation outlines the responsibilities of Ajman Police in managing lost and abandoned items. Ajman Police will receive reports, take custody of items, store them appropriately, and announce the existence of found property through suitable channels. The force will also maintain official records documenting details such as: • description of the item • date and time it was found • location where it was discovered • information about the finder Authorities may also coordinate with government or private entities to manage storage, sale or disposal of property when necessary.

Finder must report item within 48 hours

Under the law, anyone who finds a lost item must hand it over to Ajman Police within 48 hours unless they have a valid excuse accepted by authorities. The finder is not allowed to keep or dispose of the item with the intention of claiming ownership. Police will issue an official receipt that includes details of the item, the finder and where it was discovered. Owners may recover their property from Ajman Police before it is disposed of. If the item has already been sold, the owner may claim its value within five years. The law also states that claims to recover lost property or its value will not be heard after 15 years unless there is a valid justification.

Recognition for honest finders

The legislation allows Ajman Police to recognise individuals who return lost items. Finders may receive a certificate of appreciation, financial reward or a gift, which may be deducted from the value of the item or its sale proceeds. The law requires government entities and private organisations to cooperate with Ajman Police by handing over any lost or abandoned property in their possession within the specified timeframe.
