Dubai has enacted a new regulation that extends law enforcement capacity to citizens and residents, marking a significant step towards community engagement in upholding the law. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister, issued the law in his capacity as the Ruler of Dubai. The new law aims to ensure the proper implementation of legislation, enhance public-private partnerships, and empower the community to assist government entities in preventing violations of Dubai's laws. The provisions of the new law apply to a broad spectrum of individuals, including government employees, employees of private companies contracted by the government, and members of the community. Under this law, citizens and residents, with the exception of members of the judiciary and police officers, can be granted law enforcement capacity to help maintain order in the emirate. The inclusion of community members in law enforcement signifies a collaborative approach to managing public facilities and ensuring compliance with local regulations. The law outlines specific conditions for granting law enforcement capacity to individuals. For community members, there is a minimum age requirement of 30, although exceptions may be granted by senior government officials when necessary. Those granted this capacity must possess the necessary knowledge, qualifications, and expertise in the field they supervise, including familiarity with relevant legislation. Additionally, they are required to complete training and demonstrate proficiency in modern technology. The new regulation also emphasizes the use of Arabic in investigations and sets guidelines for the responsibilities, duties, and performance evaluations of judicial officers. The law mandates that individuals with law enforcement capacity adhere to stringent standards, ensuring they effectively contribute to the enforcement of Dubai's legislation. The process for identifying violations, grievance mechanisms, and the issuance of executive decisions are also detailed within the law. The law also provides conditions under which law enforcement capacity may be revoked, subject to a decision issued by the Chairman of the Supreme Legislative Committee in Dubai. This provision ensures accountability and maintains the integrity of the law enforcement process. The new law replaces the 2016 law and annuls any previous legislation that may contradict its provisions. By engaging citizens and residents in law enforcement, Dubai is enhancing the effectiveness of its legal framework and promoting a culture of shared responsibility. The law will be published in the Official Gazette and is effective from the date of its publication.
