New guidelines for Indians returning from UAE and abroad

  DUBAI – Indian nationals returning to India from the UAE and abroad will need to comply with new guidelines from India's Ministry of Home Affairs (MHA) in order to come home amid the coronavirus pandemic. According to new guidelines by MHA on Tuesday, Indians coming from UAE and abroad will need to be Covid-free and submit the result of their Covid-19 test called RT-PCR to the Indian consulate or embassy where they have registered. They must also give an undertaking that they are willing to pay for and undergo a 14-day quarantine on arrival. In its Standard Operating Protocol for Indians who wish to return to the country, the MHA said Indians would have to register with the Indian missions and give an undertaking that they were making the journey at their own risk. “Based on the registrations received, the Ministry of External Affairs (MEA) will prepare flight/ship wise database of all such travelers, including name, age, gender, mobile phone number, place of residence, final destination and information on RT-PCR test taken and its result,” according to MHA. All passengers arriving in India will undergo thermal screening at the airport and will be asked to download the Aarogya Setu app on their mobile devices. The same protocol would be followed for land-based passengers at the borders. Passengers showing symptoms of coronavirus will be taken to a medical facility, while the rest of the passengers will be taken to a government-provided quarantine facility. “If they test negative after 14 days, they will be allowed to go home and undertake self monitoring of their health for 14 more days as per protocol,” according to MHA. Indian nationals would also have to pay for their repatriation, with the MEA to post details of the flight schedule at least two days in advance, the MHA said. Meanwhile, foreigners stranded in India who wish to travel will be accommodated on flights arranged by the Ministry of Civil Aviation. Air India will operate 64 flights between May 7 and 13, mainly to the Gulf and Southeast Asian countries. The MHA said that only those persons would be allowed to travel to the destination countries who were “citizens of that country, green card or OCI card holder” or in the case of a medical emergency or a death in the family, Indians holding six-month visas could also be allowed. Those wishing to travel would have to apply on the website of the Ministry of Civil Aviation (MoCA). “Before the tickets of such persons are confirmed, MoCA will ensure that the destination country allows entry of such persons,” MHA said.
