The Department of Migrant Workers (DMW) has announced the return of the “Bagong Bayani ng Mundo Serbisyo Caravan” for Filipinos in the UAE this November — but this time, registration is mandatory for everyone who wants to enter. The two-day service caravan will be held on November 15 and 16, from 8am to 6pm at Hall 3 of the Dubai World Trade Centre, following the success — and lessons learned — from the first caravan held last August 3. The event brings together key Philippine government agencies under one roof to serve Overseas Filipino Workers (OFWs) in Dubai and the Northern Emirates. “Only registered clients will be allowed entry to the caravan. Strictly no walk-ins,” Labor Attache John Rio Bautista emphasized. Registration requires a valid Emirates ID issued in Dubai or other Northern Emirates, and only those with confirmed slots will be admitted.

Who can register

The caravan is exclusive for OFWs with a valid employment visa issued in Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, or Fujairah, or those with documents showing proof of employment address in these areas. Each person is allowed only one appointment. Multiple submissions will not be approved. Once registered, applicants will receive a confirmation email from the Migrant Workers Office (MWO) Dubai. Applicants with visas issued in Abu Dhabi or Al Ain will only be accepted if they upload proof of a work address in Dubai or the Northern Emirates. Participants must also select their preferred date and time of visit and will only be allowed entry on their chosen schedule.

What services are available

Here’s what you can do at the caravan: Philippine Consulate General – Dubai Passport renewal, notarial services, civil registration, report of marriage, and legal capacity to contract marriage. MWO-Dubai Contract verification, assistance to nationals, OWWA membership/renewal, OWWA E-card releasing, SSS and Pag-IBIG services. OWWA Membership and renewal, e-card issuance, acceptance of applications for welfare assistance programs, and other benefits. PSA National ID registration and related services, issuance of birth/marriage/death certificates, CENOMAR and CENODEATH, and consultation on civil registration. SSS Inquiries and verification, member data changes, annual confirmation of pensioners, and assistance with online services. Pag-IBIG Fund Registration of new members, account services, MP2 enrollment, housing loan consultation, and receiving of multi-purpose loan applications. DTI-PTIC Franchising opportunities, business and financial literacy programs, and loan assistance through the Small Business Corporation. Lessons from the first caravan

The first Bagong Bayani ng Mundo Serbisyo Caravan was held on August 3 at the same venue and served 5,928 OFWs, completing 11,569 transactions in one day, according to the DMW. However, it drew criticism from attendees over long queues and crowd management issues. Following the event, DMW Secretary Hans Leo Cacdac issued a public apology, saying: “We apologize to those who were not served on that day. But rest assured, we will be back in more ways than one — we will sharpen our digitalization efforts.” Cacdac added that the November caravan will adopt a “hybrid and digitalized” system to ensure smoother transactions and better crowd control. “In the next round, especially in Dubai, we will have a hybrid part two where processes are digitalized. This will be the general trend of our future caravans,” he said. The caravan is part of the “Bagong Bayani ng Mundo” initiative under the One Country Team Approach, a whole-of-government strategy aimed at bringing essential government services closer to OFWs around the world.
