New rules following Dubai boy’s bus death

  DUBAI – Islamic centres in Dubai are set to enforce new bus safety rules following the death of a 6-year-old boy left behind in a bus last week. Mohamed Farhan Faisal was thought to have died of heat exhaustion after he was left in the bus that belonged to the Al Manar Islamic Centre in Al Quoz on Saturday (June 15). The funeral for the Indian boy was held in Dubai on Sunday. Since the incident, authorities have worked on a series of measures to match existing rules for school buses. Under the new rules, buses for Islamic centres must have designated supervisors, first aid kits and a fully functioning air-conditioning system that can maintain temperatures of 24°C. Supervisors will also be given essential safety and first aid training. Dr. Omar Al Khatib, executive director of the Islamic Affairs Department, said the new rule applies to all buses used to transport children to and from 60 Quran memorisation centres and Islamic institutions in Dubai. “We have agreed with the RTA that buses transporting pupils of Quran memorisation centres in the emirate are required to implement school transport standards,” he told Al Ittihad newspaper. “A circular will be issued within days to the centres to inform them about the procedures and requirements and to start implementing them right away,” he added. Al Khatib said that violators will face heavy sanctions, including fines, withdrawal of the centre’s licence and its shutdown.

FNC calls for UAE-wide regulations

Meanwhile, members of the Federal National Council (FNC) on Tuesday called for a unified safety system for school buses. The FNC's Committee on Social Affairs, Labour, Population and Human Rights said that the Ministry of Education and government agencies should intervene and introduce measures to end incidents of students being left behind on school buses. Committee chairman Hamad Al Rahoumi said school bus drivers and supervisors must have ongoing safety training, and secret inspections must be launched to ensure that requirements are met.
