New York City has once again claimed the title of the world’s wealthiest city, while Dubai surged to 18th place, according to the 2025 World’s Wealthiest Cities Report released by Henley & Partners in collaboration with New World Wealth. The report, which ranks cities based on the number of high-net-worth individuals (HNWIs), centi-millionaires, and billionaires, shows that New York leads with 384,500 millionaires, 818 centi-millionaires, and 66 billionaires. The Bay Area, which includes San Francisco and Silicon Valley, came in second with 342,400 millionaires and a higher billionaire count of 82, signaling its ongoing tech-driven wealth boom. Tokyo (292,300 millionaires), Singapore (242,400), and Los Angeles (220,600) rounded out the top five. Meanwhile, London fell to sixth place with 215,700 millionaires, reflecting a 12 percent decline over the past decade. Dubai’s ascent is notable, recording 81,200 millionaires—a 102 percent increase in the past 10 years. It now ranks among the world’s fastest-growing wealth hubs, along with Shenzhen (28th) and Hangzhou. Shenzhen posted the fastest millionaire growth globally, with a 142 percent increase, reinforcing the city’s growing influence in technology and commerce. Meanwhile, Moscow and London were the only two cities in the top 50 to see a decline in millionaire populations, with Moscow experiencing a significant 25 percent drop. Other fast-rising cities expected to see major growth include Bengaluru, New Delhi, and Warsaw, thanks to their expanding tech sectors and economic strategies. ICA/Expat Media
