No income tax in Saudi Arabia, minister says as major economic plan is approved

  JEDDAH – Saudi Arabia will not yet impose income tax in the country, the Minister of State said as Cabinet approved a major economic plan for 2020. Saudia Arabia on Monday approved the National Transformation Plan (NTP) that aims to diversify the country's non-oil revenues and generate 450,000 jobs in the private sector by 2020. Under the NTP"s five-year roadmap, however, the Finance Ministry is expected to prepare and implement income tax on residents, according to the 112-page NTP document that was discussed by officials on Tuesday. No further details were given. NTP is part of several programmes under the Saudi Vision 2030, a reform change led by Deputy Crown Prince Mohammad Bin Salman. It will be implemented through 543 initiatives across 24 government bodies at a cost of 270 billion riyals (Dh264.2 billion). “This is Phase One of addressing the challenges,” said Minister of State Mohammad Al Shaikh, adding there will be “no substantial fiscal impact” on the state budget, partly because some savings have already been made. Saudi Arabia has been looking to boost its heavily oil-reliant economy and diversify its sources of revenues. Value Added Tax (VAT) is expected to be implemented in the country. A GCC-wide initiative will see the introduction of VAT in the region in 2018. While a rate of 5 percent is expected across the region, the actual regulations still remain unclear.
