OEC issuance suspension not true, says labor attaché in Dubai

  DUBAI – Recent reports circulating on social media regarding the alleged suspension of the issuance of Overseas Employment Certificates (OEC) to Filipino workers abroad are not true, a consulate official said on Thursday (April 27). The OEC is a requirement of the Philippine Overseas Employment Administration (POEA) to ensure that overseas Filipino workers (OFWs) are properly documented and protected. OFWs need to present the OEC at the airport before they are allowed to board the plane back to their workplace abroad. “The issuance of OEC is ongoing and Filipinos may get them through the Philippine Overseas Labor Office (Polo) in Dubai or apply online,” said Labor Attache Felicitas Bay at the Philippine Consulate General in Dubai and the Northern Emirates. OFWs may also apply for OECs in the Philippines. “The news that is spreading about the alleged suspension of OEC issuance is not true. There is no suspension of OEC issuance for returning workers,” Bay said. “Filipinos who wish to visit the Philippines on vacation will be issued an OEC in Polo Dubai as long as they have a valid passport, contract and employment visa,” she said. Suspension of work permit processing for direct hires Bay clarified, however, that there is an ongoing suspension of the processing of work permits for direct hires or applications by their employers. Direct hires refer to workers who have been hired directly by a company or employer for full time and permanent positions. These workers did not secure their jobs through the POEA or through recruitment agencies licensed by the POEA. “There is a suspension on the processing of employment for direct hires or workers covered by the ban against direct hires. The POEA has currently stopped processing their application following the directive by the secretary of Labor, and this is currently under study,” Bay said.
