The Ministry of Labour (MoL) of Oman has introduced mandatory pre-arrival medical examinations and visa processing requirements for Filipino workers, with the new rules taking effect on Monday (May 18). According to MoL, the system was introduced in coordination with relevant authorities and Oman Post to improve expatriate recruitment procedures and streamline processing for employers and overseas workers. Under the new rules, recruitment agencies must complete medical examination requirements through the approved Online Medical Examination Application System (OMEAS) before Filipino workers enter Oman. Applications must be processed through the designated electronic platform as part of the visa approval process. MoL said detailed procedures and compliance guidelines will be circulated to overseas recruitment agencies in coordination with the Embassy of the Philippines in Oman. The ministry said the measure is designed to improve efficiency, strengthen regulatory oversight and simplify recruitment procedures for employers and migrant workers. The announcement comes after the Department of Foreign Affairs (DFA) of the Philippines raised concerns in April over reports that some Filipino travellers were being required to present negative HIV medical certificates when travelling to Oman. According to DFA, it made “strong representations” to the Omani embassy in Manila seeking clarification and the removal of the requirement. Omani authorities later clarified that the HIV certificate rule applies only to Filipinos entering Oman under visa-free tourist arrangements. Officials stressed that Filipino workers travelling under valid work visas are not covered by that requirement. The clarification eased concerns among overseas Filipino workers bound for Oman, where thousands are employed across domestic service, construction, hospitality and professional sectors. Labour officials said the new OMEAS medical checks are part of standard employment processing safeguards and are separate from tourism-related entry requirements.
