‘Overwhelming’ drug-related killings in Cebu raise alarm

  CEBU CITY – The rising number of drug-related killings in Cebu province is “overwhelming”, according to the Commission on Human Rights in Central Visayas (CHR-7). The CHR-7 has so far recorded 40 cases of drug-related killings perpetrated by vigilantes or by policemen during buy bust operations. The commission expects the number to rise. The number of cases is overwhelming CHR-7, which only has 10 investigators to look into the cases, said Leo Villarino, chief investigator of CHR-7. Villarino said the team wants to ensure that thorough investigation is done for each case. “There is no hard and fast rule on investigating these cases," Villarino said on Tuesday (August 16). Villarino said finding witnesses and documenting their testimonies are two of the biggest challenges for the commission. He said that out of the 40 cases, only 11 have complainants, including the mother of Medz Alvaro who was killed in what police claimed as a shootout during a buy bust operation in Danao City last week. Alvaro was the younger brother of a suspected drug lord in Central Visayas. Emma Alvaro told CHR-7 on Monday that excessive police force was used which led to her son’s death. She promised to return to the office to bring witnesses but has so far not showed up, Villarino said. Villarino said that the submission of investigation reports from the Philippine National Police (PNP) is also a factor that is slowing down the movement of cases. Villarino said some if not all of the investigation reports from police need follow-up reports especially those involving vigilante killings. He urged the PNP to exert extra effort in following-up these cases. "They should worry about . They should be able to show that they investigated this one. They say there are no witnesses… investigation. But the worst form of all ," Villarino said. These killings, Villarino added, even if perpetrated by vigilantes are still crimes that need investigation. He added that the PNP should also show to the public that they mean business by also doing their part in investigating these cases. In Central Visayas, there are a total of 147 cases that CHR-7 has recorded to be drug-related killings or arrests based on their monitoring through news reports. A total of 132 cases of these are in Cebu, 10 are in Negros Oriental province and five are in Bohol.
