Thousands of Overseas Filipino Workers (OFWs) swarmed the Dubai World Trade Center on Sunday (August 3) for the highly anticipated OFW Serbisyo Caravan, a one-day government outreach event offering essential public services under one roof. Due to the overwhelming demand, the Overseas Workers Welfare Administration (OWWA) announced that the OFW e-card printer will be left at the Migrant Workers Office (MWO) in Dubai—allowing Filipinos in the UAE to continue availing the much-requested service even after the event ends. OWWA Administrator Patricia Yvonne Caunan said they were “overwhelmed” by the turnout. “We didn’t expect this many Filipinos in Dubai needed our services. This clearly shows that our presence here is necessary—not just for a day or two,” Caunan said in Filipino. “Did you see how big the venue was? And yet it still wasn’t enough to fit everyone.” The high demand prompted the officials to commit to the permanent installation of the OFW e-Card printer in Dubai, which will make it easier for OFWs to apply for or claim their OWWA cards without waiting for the next outreach. The e-Card serves as proof of active OWWA membership and allows access to various government programs, such as welfare assistance, scholarships, and reintegration support. OWWA membership costs ₱1,461.25 and includes benefits such as emergency assistance, livelihood programs, training, legal aid, and even scholarships for dependents. Members also enjoy perks like up to 60 percent off Nike products at outlets managed by Green Tee Inc. in the Philippines until the end of 2025. Caunan’s announcement came as long queues formed as early as 8am, prompting organizers to expand the exhibition space to accommodate the massive crowd.

Social media reactions: Good event, but room to grow

Despite the overall positive reception, several attendees took to social media to share suggestions on how future caravans could be improved. “While this is a great initiative, I hope the next one will be more organized,” commented Ressa Gay Amparo in Filipino. “There was no proper signage or ushers, and even venue security didn’t know where to direct us. Pre-registration would help a lot, and clear communication beforehand would save people time.” “There could have been many ushers assigned inside and outside the venue to maximize the impact of this kind of event,” George Piccio added in Filipino. Another attendee, Ehdz Martinez, echoed similar thoughts in Filipino: “Your caravan was good, but it felt unprepared for the huge turnout. So many people showed up because they need help—and waiting isn’t a problem, but not knowing where to go, especially when you have a baby with you, can be very tough.” Nesty David called for a switch to digital services instead of a physical service caravan, urging officials to "make it online and by courier" to ease the stress on OFWs.

Still, a milestone for Filipinos in the UAE

Despite the issues, the event marked a milestone in bringing essential Philippine government services closer to overseas workers. Officials promised to take feedback into account for future caravans, with a focus on organization, crowd control, and clearer communication. As for those who missed out on services like the OWWA e-card, hope isn’t lost. The printer will be officially stationed at the MWO Dubai office, where continued processing will take place. Registered applicants can expect email notifications with pick-up details in the coming days.

Pia Wurtzbach to add star power to the caravan

Miss Universe 2015 Pia Wurtzbach Jauncey, OWWA’s official ambassador, is expected to make a special appearance at the event later in the afternoon. The OFW Serbisyo Caravan, which opened at 9am, will run until 6pm at Exhibition Hall 8 of the Dubai World Trade Centre, with walk-ins welcome. No pre-registration is required. CAM/ICA/Expat Media
