Draft measure allows use of medical cannabis to treat certain chronic ailments

  MANILA – The House committee on health on Monday endorsed a bill allowing the use of medical marijuana to treat chronic or debilitating ailments. The committee approved a draft report on the proposed Philippine Compassionate Medical Marijuana Act authored by Congressman Rodolfo Albano III after consulting controlled substances regulation experts, advocacy groups, health practitioners and patients in past hearings. The bill will undergo debate and approval by the 292-member House plenary as provided by the legislature's rules. Albano told the Philippine Daily Inquirer: "There is high morale because finally the bill will reach plenary." President Rodrigo Duterte had earlier expressed his support to the use of medical marijuana for medical purposes. But Duterte opposes the recreational use of cannabis. Meanwhile, Albano assured that bill prohibits the recreational use of marijuana, allaying fears of the abuse of marijuana. He cited studies showing that marijuana could be used to control epileptic seizures, pain management in multiple sclerosis and arthritis, treatment of symptoms associated with HIV-AIDS and palliative care in end-stage cancer. Albano further said clinical trials had shown "potential medical effects" of cannabis use, including cancer prevention, anxiety management, slowdown of the progression of Alzheimer's disease, and control of muscle spasms and tremors. Cannabis oil, which contains medicinal properties of the marijuana plant, is administered orally with a medicine dropper. Medical marijuana can also be in tablet, capsule or "edible" form, Albano said. Albano's bill states that "medical cannabis compassionate centers" licensed by the Department of Health (DOH) will be established to sell, supply and dispense medical cannabis to qualified patients who will be issued IDs by the department or their caregivers authorized by a pharmacist licensed by the Philippine Drug Enforcement Agency (PDEA). Qualified patients will be issued IDs by the DOH after they have been declared to have debilitating health conditions and should receive therapeutic or palliative benefits from marijuana. The DOH is the principal regulatory agency in consultation with the Food and Drug Administration (FDA) while the PDEA will monitor and regulate the dispensation of medical marijuana in medical facilities. Meanwhile, facilities will also be established to conduct scientific and medical research on the uses of cannabis and provide testing services for its potency and contaminants.
