Duterte agenda to give big boost to economy, says US bank   DUBAI – The Philippine economy could get an added boost with tough-talking president-elect Rodrigo Duterte's economic agenda and market-friendly policies, analysts from a US bank concluded after recent meetings in Manila. Duterte has said he will replicate business-friendly policies in Davao City, where he served as mayor for years, cutting red tape for government transactions. He also said he wants to boost infrastructure spending and invest more in farming to help the country wean off its heavy dependence on imports. “We believe that these proposals, provided they are successfully implemented, could further brighten our already positive macroeconomic outlook for the Philippines,” Matthieu Droumaguet, an economist at Goldman Sachs Group, wrote in a report. The Philippines is viewed as one of the world's best performing economies this year with a 6.9 percent growth that surpassed China's. Goldman economists expect potential growth of about 6.7 percent with a possible increase to 7 per cent early in the next decade. The 71-year-old Duterte won by a landslide in the May 9 elections and is known for his tough anti-crime campaign. He has vowed to mobilise the police and military to crack down on criminals. He also offered the public big bounties for killing criminal elements. In the meetings in Manila, Goldman representatives were told Duterte was “decisive” with “a strong political will,” yet also “keen to delegate.” Goldman said Duterte's promised policy mix should raise business confidence, including the economy’s potential expansion rate. “His incoming administration sketches an economic agenda conducive of market-friendly growth-oriented policies, which are likely to continue to fuel the secular growth story of the Philippines,” the bank said. Duterte takes office on June 30 and has said he plans to continue best policies from the outgoing administration. Under outgoing President Benigno Aquino, the Philippines received its first investment-grade sovereign rating. Goldman analysts, however, said it all depends on how quickly Duterte can implement the changes he wants. “As is often the case, the speed and extent of implementation remains highly uncertain,” the bank said.
