Social media account holder seeking accreditation should have at least 5K followers

  MANILA – The Presidential Communications Operations Office (PCOO) will implement an "interim" accreditation scheme for its Social Media Office (SCO) headed by Assistant Secretary Margaux "Mocha" Uson and one of the requirements for an applicant is that he or she should have at least 5,000 followers. Once accredited, he or she will do social media coverage for President Rodrigo Duterte and his activities. PCOO Secretary Martin Andanar issued on Tuesday Department Order No. 15 on the "free and voluntary" accreditation, which also said that an applicant must be a Filipino and at least 18 years old. Andanar's order said: "The purpose of this order is to provide an interim system of accreditation for social media participation to cover special events attended by the President, in order to generate news and information for the citizenry through social media platforms. There is no discrimination and one's political belief is not the measurement of access." The PCOO said Uson's office, which was created in July, will handle the applications. An application will be reviewed by the SMO within three working days. Andanar also said in his order: "Unless expressly specified, accreditation is understood to be on a per event/activity only" and "subject to the clearance of the Presidential Security Group." "Accreditation is nontransferrable and cannot be sold. Individuals with accreditation must ensure that their accreditations are not used by others." Andanar warned against abusing the privilege to cover Duterte saying that it will result in the cancellation of the accreditation and the person will be banned from covering Duterte. Andanar's order defined a "social media practitioner" as a person who "maintains a publicly accessible social media page, blog or website, which generates content and whose principal advocacy is the regular dissemination of original news and/or opinion of interest." The order said further that "the (SMO) shall conduct a test run of this policy for a period of six months upon effectivity of this order, subject to review and/or revision at the end of this period." Meanwhile, the SMO has been assigned as overall coordinator for social media messaging "vis-a-vis PCOO's attached agencies."
