House Speaker says vigilante killings of criminals is 'fine' with him in the absence of death penalty
MANILA – While there is yet no death penalty, House Speaker Pantaleon Alvarez said he is okay with criminals being killed off by vigilantes.
Alvarez's statement came a day after the Lower House was supposed to start deliberations on reimposing capital punishment in the predominantly Catholic Philippines. The death penalty was abolished in 1987 but reinstated in 1993, only to be suspended in 2006.
"If rhey (congressmen) don't want to pass it, then just kill it...shoot to kill," said Alvarez.
However, Alvarez said President Rodrigo Duterte told him during the Legislative-Executive Development Advisory Council last Monday that there was nothing he could do if Congress failed to pass the bill, one of the administration's priority measures.
Deliberations on a bill reimposing the death penalty were stalled after congressmen opposed to reviving capital punisgment used parliamentary tactics such as questioning the quorum and delivering privilege speeches on other issues.
Alvarez said such tactics would not work next time.
