Philippine policemen, members of the national government agencies together with the private sector and members of the academe met today (July 12) to discuss needed improvements in the existing programs on crime prevention. National Police Commission in Central Visayas (Napolcom-7) Director Homer Cabaral said this is part in crafting a new five-year strategic crime prevention program that will be adapted by all the 18 police regional offices in the country. Cabaral said this is the first time a consultation was conducted on the regional level. Previous crafting of this crime prevention program were only conducted in Manila and directly implemented to the different police regional offices. This time, Cabaral said the program will really come from the locality. Each of the police regional offices are conducting their own regional consultations. The three main focuses of crafting this program, according to Cabaral, are to provide a systematic analysis of crime problem, their causes, risk factors and consequences, identify the most appropriate intervention and improve and promote the system of coordination and collaboration of the police to its community. Today, the over 50 participants were divided into groups to determine the top five priority crime problems in the region. Most of the groups cited illegal drugs as a top crime problem. The lack of equipment for the police force including hiring of additional policemen are among the recommendations suggested. They also cited the construction of a Bahay Pag-asa for children in conflict with the law for each highly urbanized city. Cabaral said the result of today's consultation will be collated before he will report it by August during the national strategic planning at their national office in Quezon city next month. Once collation of the results of the consultations from the 18 regions is completed, this will be crafted into the final five-year strategic crime prevention program. Submission will be in September before the Office of the President. As soon as this is approved, implementation will start next year. Based on the report of the Police Regional Office in Central Visayas (PRO-7) today, there are 25,038 crime incidence recorded for first half of the year. Supt. Arnel Banzon reported that crime volume has decreased compared to last year's figure.
