Philippine Senator Joel Villanueva has called for the expansion of the government’s Legal Assistance Fund (LAF) to better support overseas Filipino workers (OFWs) facing legal issues abroad. The senator emphasized the need for broader coverage of the LAF to assist Filipinos in all stages of legal proceedings, including appeals. Villanueva's appeal comes shortly after the UAE government pardoned 143 Filipinos who had committed various offenses. "We are grateful to the UAE government for their clemency," Villanueva said, "but we must also establish a more comprehensive system to protect our workers abroad. Senate Bill No. 1448 aims to broaden the LAF’s coverage to ensure its availability to all distressed Filipinos overseas." The Department of Migrant Workers is also advocating for a law that would institutionalize the coverage of OFWs under the LAF. While OFWs currently have access to legal aid through a Department of Foreign Affairs order, the coverage is not yet permanent. Proposed laws seek to expand the legal protections available to Filipinos working abroad, particularly in countries that do not provide public defense services. Migrant Workers Undersecretary Bernard Olalia highlighted the importance of making the fund accessible to all OFWs, especially in nations with strict legal systems. "Our goal is to ensure that every Filipino abroad can access legal aid when they need it, regardless of where they are," he said during a recent congressional hearing. The LAF, which is part of the Migrant Workers and Overseas Filipinos Act, is intended to help Filipinos who are unable to hire private legal counsel.
