Gov't rejects exchange of captives with the Islamic State-linked Maute Group

  MANILA – The government on Tuesday thumbed down a proposal made by the Islamic State-linked Maute Group whose members remained holed up in Marawi City for an exchange of captives. According to a Philippine Daily Inquirer source, the gunmen said they will release abducted Catholic priest Teresito Suganob in exchange for the freedom of the parents and relatives of Maute Group leader Abdullah Maute who have been captured by the military. Presidential adviser on the peace process Jesus Dureza told the Inquirer in a phone interview: "It's not possible. We do not negotiate with terrorists", a statement echoed by Presidential spokesman Ernesto Abella. Abella said the government's policy not to negotiate with terrorists remains, adding that talks held on Sunday between Muslim emissaries and the Maute Group were not sanctioned by the military or by President Rodrigo Duterte. The Inquirer source who was with the group of emissaries who talked to the Maute Group members quoted Abdullah as saying that they will set Suganob free if the government will release his parents, Cayamora and Farhana Maute, and brother Omarkhayam who were arrested by the military in Davao and Lanao del Sur early this month. Also arrested were the Mautes' cousins Farida and Al Jadid Romato and Farida's boyfriend, Abdul Rahman Dimacula. They were picked up in the central Philippine province of Iloilo. The arrests were covered by a directive issued by Defense Secretary Delfin Lorenzana after Duterte imposed Martial Law on Mindanao as a result of the Marawi siege. Abdullah reportedly said they are willing to withdraw from Marawi City if the Moro Islamic Liberation Front (MILF) will intervene to end the crisis. MILF spokesman Von Al Haq told the Inquirer they are willing to intervene to put an end to the crisis but they have to consult first with their counterpart in the government to avoid any misinterpretation of their actions. Dureza however said Abdullah's parents had "to undergo judicial process." He also said if the government will give in to Abdullah's demands, "it seems they are also terrorizing us so negotiations are not possible." So far, the government has charged 17 people in connection with the attack on Marawi. As for Suganob, the Catholic Church in the Philippines and the priest's family said they are leaving his fate to the government and it is up to the government to decide if they will negotiate with the terrorists. Abdullah assured the emissaries that Suganob is alive but his condition was not revealed. Meanwhile, the operations against the Maute Group entered its sixth week as the military conducted intense bombings of a zone in Marawi held by the terrorists. At least 360 people have died in the seige and military operations including 270 terrorists, 70 soldiers and policemen, and 27 civilians.
