Philippine House committee okays death penalty bill, draft measure seeks to impose capital punishment for heinous and drug-related crimes

  MANILA - By a vote of 12-6 with one abstention, the House committee on justice has passed a bill reimposing the death penalty as punishment for heinous and drug-related crimes in the Philippines. The approval of the bill by the justice committee headed by Congressman Reynaldo Umali on Wednesday came after a vigorous debate by those in favor and opposing the draft measure that lasted nearly three hours. Those against the reimposition of the death penalty argued that there were no compelling reasons to do so and that capital punishment does not necessarily lead to a reduction in the commission of crimes. Congressmen who support the bill said the court should be given an option to impose capital punishment on hardened criminals while committee chairman Umali cited statistics that showed criminality had gone up after the death penalty was abolished. The committee then passed the bill by a majority vote. With its approval by the justice committee, the bill will be up for discussion and vote by the congressmen in a plenary session before the end of the year. President Rodrigo Duterte had promised to restore death penalty in the country during his campaign for the presidency early this year. Capital punishment by electrocution in the Philippines was abolished by the 1987 Constitution, making the country the only one in Asia to do so. Death penalty was reimposed by law in December 1993-during the term of President Fidel Ramos, with executions to be carried out through lethal injection. The first execution was carried out during the administration of Joseph Estrada in 1999 starting with rape convict Leo Echegaray. Estrada however was prevailed upon by the Catholic Church to impose a moratorium on executions in commemoration of the bimillennial anniversary of the birth of Jesus Christ. The executions resumed a year later. When Gloria Macapagal-Arroyo assumed the presidency after Estrada's ouster from office, she also put the executions in abeyance but later lifted the moratorium so that the executions resumed and pardons were disapproved.
