Safe conduct passes for communist organization leaders scrapped

  MANILA – A day after Philippine President Rodrigo Duterte called off a unilateral ceasefire with the Communist Party of the Philippines (NPA) and New Preople's Army (NPA) and cancelled peace talks with the communist group in Norway, Manila launched anew an all-out offensives that resulted in the death of a rebel leader. Defense Secretary Delfin Lorenzana said yesterday that while military operations against the communist rebels have resumed, the Duterte administration is still open to talking peace with them. "If there is a compelling reason to go back to the peace process, then we will go back," he said. Duterte earlier lifted the ceasefire and suspended peace talks with the political wing of the communist organization due to demands of the communist insurgents that the President had deemed as impossible to do. He mentioned the rebels' demand to release 400 political prisoners which Duterte said would require general amnesty and he cannot decide on his own. Duterte also said he already conceded to releasing the leaders of the communist movement so they could participate in the peace negotiations. On the resumption of the military campaign against the communist rebels, Lorenzana said "it is an all-out war because they are considered by the President already as terrorists. We also consider them as terrorists." The defense chief however said the military operations will only target the NPA – the armed group of the CPP – and not "peaceful supporters" of the communist organization. Meanwhile, Presidential peace adviser Jesus Dureza said the govetnment formally notified the Natonal Democratic Front (NDF) – the political wing of the communist organization – about the lifting of the ceasefire and the cancellation of safe conduct passes for NDF members and officials.
