Program arms Filipino professionals in Laos with right tools to work in teaching sector

  VIENTIANE, LAOS – Filipino teachers play a big role in Laos’ booming education sector, with Filipino professionals teaching English to young Laotians a common sight in classrooms. However, not everyone holding a teaching role in Laos is an Education graduate, prompting a Filipina consultant for the Ministry of Education to recommend a professional development course for Filipino teachers in the country. “We needed to up the ante for teachers so that the quality of teaching will improve, especially for the Filipino teachers,” said Dr. Bernadette Gonzales, "thus, a bridging program was formulated wherein teachers who were graduates of other degrees can now earn Education units." The program arms Filipino teachers with the proper training and papers to teach in this country of about 7 million residents, of which 1,588 are Filipino residents and 286 are Filipino teachers. Gonzales said that when she drafted the program, she was also thinking about how to help Filipino teachers in case Laos' Ministry of Education starts requiring teaching diplomas before granting permits to teachers. Gonzales, the CEO of International Technology Management Corp (INTEM), then tapped Bago City College to kick the program into action. Twenty-nine students have so far completed the Teacher’s Certificate for Professionalism 1 (TCP 1) program since October, 2015.

The professional development course that Dr. Gonzales initiated now has three categories: Bachelor of Education Program for undergraduate students, the TCP 1 for college degree holders to acquire 18 units of Education as a qualification for the Philippine Licensure Exam for Teachers (LET), and the Teacher’s Certificate for Professionalism 2, where students can gain additional 18 Education units in order to acquire a Diploma in Teaching degree. This October, twelve students will be graduating with a Diploma in Teaching degree. Out of the 12 students, one will be taking the LET exam next month. The program has been so successful that Cecille Yasay, wife of Philippine Foreign Affairs Secretary Perfecto Yasay, expressed interest in replicating it in other countries. The couple was in Laos in July ahead of the ASEAN Foreign Ministers’ Meeting in Vientiane.
