Groups to hold mass demonstrations vs. war on drugs, extrajudicial slays

  MANILA – President Rodrigo Duterte announced that he will declare a holiday for government offices and schools in Metro Manila September 21 in anticipation of protests against his administration's war on drugs and the spate of extrajudicial killings of drug suspects. September 21 incidentally is also the 45th anniversary of the declaration of Martial Law by the late deposed dictator Ferdinand Marcos. In an interview on the government station PTV-4, Duterte said in a mix of Filipino and English: "This early, I am announcing that I am ordering a holiday so no one will get hurt, no violence and chaos if there will be any demonstrations." "There will be no work in government offices and classes will be suspended. If you want to occupy all public places, you can get them," he said, apparently addressing the organizers of the mass demonstrations. "This is the only thing I ask of you: Do not destroy, vandalize, burn things down. Do not make the mistake of destroying things because if you do that, the next thing you would face would be the military and the police," he said. He jokingly added: "They (the protesters) can set fire to my effigy." Duterte warned the protesters not to allow members of the New People's Army – the armed wing of the Communist Party of the Philippines (CPP) - to join their ranks. Duterte did not identify the day that he will declare a holiday for government offices and schools but Defense Secretary Delfin Lorenzana said the President was referring to September 21. Lorenzana said in a press briefing that in a recent conversation with Duterte, the President said that if the public will be inconvenienced by massive rallies in Metro Manila, he will declare a holiday. Several groups have planned to stage protests on September 21 against the Duterte administration's war on drugs that have resulted in the deaths of thousands of drug suspects as well as in protest of alleged abuses by the police and an alleged plot to declare Martial Law on the entire country. Meanwhile, Lorenzana told reporters that the President had considered the possibility of placing the entire country under Martial Law over fears that the protests might get out of control but the prospect of such a move was "remote".
