A prison education programme in Ras Al Khaimah has gained international recognition after being featured in a case study by the UNESCO Institute for Lifelong Learning. The programme, based at the Ras Al Khaimah Correctional Facility, highlights the role of education in rehabilitation through a multipurpose library and structured learning initiatives for inmates. Implemented by the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research, the initiative has been running since 2011 in collaboration with correctional authorities. At the centre of the programme is a prison library offering more than 9,000 titles, alongside dedicated spaces for reading, group activities, and private counselling sessions. The initiative also includes a book club and regular activities designed to support personal development. Inmates can enrol in courses covering literacy in Arabic and English, small business skills, office management, information technology, art, mental health first aid, and life skills. The programme is part of Ras Al Khaimah’s broader efforts as a member of UNESCO Global Network of Learning Cities, which the emirate joined in 2022. Dr. Natasha Ridge, Executive Director of the Al Qasimi Foundation, said the initiative reflects a wider commitment to inclusive education. “In Ras Al Khaimah, we believe every member of our community has the right to learn, grow, and improve themselves, regardless of their circumstances,” she said. “The prison programme creates learning opportunities that are practical, purposeful, and responsive to the realities people face during and after incarceration.” According to data cited in the UNESCO case study, nearly 25 percent of inmates have accessed the library since its launch, while more than 1,000 have taken part in at least one educational course. The report also noted feedback from participants pointing to a renewed sense of hope and clearer pathways to reintegration, highlighting the programme’s role in supporting rehabilitation and personal growth.
